Draw the cards from the top of that "16 cards" face-down pile, one by one to the table till it again make 4 set of card.

Take the pile that contain 16 cards, then draw the cards one by one with a sequence. 1st card on position 1, 2nd card on position 2, 3rd card on position 3, 4th card on position 4. 5th card back on position 1, 6th card on position 2.... Continue with that sequence till it make 4 set face-down of cards that each set contain 4 cards.
